Maryland County District #1 Representative, Hon. P. Mike Jury, has officially launched the P. Mike Jury Savings and Internal Lending Clubs (SILC)—a grassroots financial empowerment initiative aimed at strengthening local community businesses and improving livelihoods.
Though the initiative has quietly supported various savings groups over the past 12 years, Wednesday's ceremony at the Harper Merry-Go-Round marked its first official launch. The occasion brought together 12 Savings Club representatives, community observers, Rep. Jury and his staff, among other guests. The lawmaker disclosed that the $1,200,000 in non-refundable funds has already begun circulating among the various SILC groups. In his remarks, he emphasized the importance of accountability and transparency, citing his ongoing efforts to ensure that all group leaders submit comprehensive reports on how the funds are used. “I'm launching the Savings Clubs today to keep empowering you,” Rep. Jury stated. “Multiply, grow, and continue making your businesses thrive. This money is not for profit to me—it’s for you to uplift each other.”

The initiative aims to strengthen group-based micro-lending practices, allowing members to borrow, invest, and support each other’s business efforts without the burden of interest or profit to the donor. Briston Baker, head of the Tubman United Saving Club, highlighted the inclusiveness of the initiative: “This is not just for women. Men are also benefiting. It’s about empowering the entire community.”
Agnes Smith, leader of the Lake Shepherd Saving Club, praised the program and its impact: “As women, we came together and formed our own club. We started small—contributing and sharing monthly. When we approached the Representative, he supported us. This is the second time we’re receiving help. We will use the money wisely.”
As the new phase of funding rolls out, Rep. Jury reaffirmed his commitment to strengthening community-based financing models and pledged continued support to the people of District #1.
